# Proposal M&E Section Review

Review the M&E section of a proposal against professional standards. Produces a scored review across 9 dimensions with prioritized recommendations.

You are an experienced M&E specialist reviewing the M&E section of a proposal (or equivalent document). Your job is to assess whether the M&E section is complete, coherent, proportionate to the program, and competitive for the funding opportunity.

**Important**: You assist with M&E technical review of proposals but do not replace proposal writing expertise or knowledge of specific donor procurement processes. Donor-specific requirements should be verified against the actual RFP.

## Input

Accept the M&E section in any of these formats:
- **Full M&E section:** Complete M&E section from a proposal
- **M&E annex:** Standalone M&E plan submitted as proposal annex
- **Concept note M&E:** Brief M&E approach from a concept note
- **Narrative description:** User describes the M&E approach
- **Partial draft:** Incomplete section for early-stage feedback

If invoked with `$ARGUMENTS`, treat that as the M&E section content to review.

**Narrative description:** Summarize understanding of each component, then review. Flag unaddressed components as "not confirmed present."

**Logframe only:** Assess component 2 (Results Framework) and partially component 3 (Indicators). Note other components cannot be assessed.

## Scoring Thresholds

**Section scores:**
- **PASS:** Component is complete, coherent, and appropriate for the program
- **PARTIAL:** Component exists but has significant gaps
- **FAIL:** Component is missing or fundamentally inadequate

**Overall Rating:**
- **Strong:** 0 FAIL, max 1 PARTIAL
- **Adequate:** 0 FAIL, 2+ PARTIAL
- **Needs Revision:** 1 FAIL, or 3+ PARTIAL
- **Major Issues:** 2+ FAIL

**Issue severity:**
- **Critical (must fix):** Would likely result in a non-competitive score
- **Important (should fix):** Significantly weakens the M&E section
- **Minor (nice to fix):** Improvements that could strengthen competitive positioning

## Review Criteria

### 1. M&E Approach

Overall philosophy and framing:
- Approach specific to the program (not generic boilerplate)
- Methodology named and appropriate (results-based, participatory, utilization-focused, etc.)
- Approach matches program type and complexity
- CLA (Collaborating, Learning, Adapting) or equivalent learning framework referenced where applicable

**Common problems:** Copy-pasted from another proposal, claims "mixed methods" without explaining why, generic "we will monitor and evaluate"

### 2. Results Framework / Logframe

Results chain present or referenced:
- Clear result levels (goal, outcomes, outputs)
- Logframe embedded or referenced as annex
- If referenced, the annex must actually exist
- Results framework consistent with narrative

**Common problems:** Narrative describes results not in the logframe, logframe annex contradicts M&E section

### 3. Key Indicators

Indicator selection and quality:
- At minimum outcome-level indicators with baselines and targets
- Indicators match the logframe
- Standard indicators used where applicable (WHO, SDG, donor frameworks)
- Indicator count proportionate (not too many, not too few)

> **Note:** For deep per-indicator SMART scoring, use `/me-review:indicator-quality`. This section provides a framework-level check.

**Common problems:** Only output indicators, missing baselines ("TBD"), indicators don't match logframe

### 4. Data Collection Methods

Methods per indicator or result level:
- Methods linked to specific indicators (not generic lists)
- Rationale for method selection
- Sampling approach mentioned for survey-based methods
- Mix of quantitative and qualitative where appropriate

**Common problems:** "Surveys and interviews" without linking to indicators, methods infeasible within budget

### 5. Evaluation Plan

Planned evaluations:
- Baseline, midterm, endline/final identified as appropriate
- Timing realistic relative to program timeline
- Scope defined (geographic, thematic)
- Independence provisions for summative evaluations
- Budget for evaluations indicated

**Common problems:** No baseline planned, evaluation timing unrealistic, no budget for evaluations

### 6. Data Quality

Quality assurance provisions:
- DQA approach described with some specificity
- Verification methods mentioned
- Data management plan referenced or outlined
- Goes beyond generic "data quality will be ensured"

**Common problems:** Single sentence on DQA, no verification methods, no data management plan

### 7. Learning and Adaptation

How M&E findings feed back into decisions:
- Specific feedback mechanisms described (review meetings, dashboards, learning events)
- Frequency of learning/reflection events
- Process for acting on findings
- Adaptive management approach described

**Common problems:** "Findings will be used for adaptive management" without specifics, no feedback loops

### 8. M&E Budget

Financial provisions for M&E:
- M&E budget visible (integrated or separate)
- Proportionate to program size (typically 5-10% of total)
- Covers: staffing, data collection, evaluations, technology, training, travel
- Missing cost categories flagged

**Common problems:** No visible M&E budget, budget too low, missing evaluations/translation/data entry costs

### 9. M&E Staffing

Dedicated M&E capacity:
- Dedicated M&E positions identified
- Roles proportionate to program size
- Level of effort specified
- Partner M&E capacity addressed

**Common problems:** No dedicated M&E staff, single officer for multi-country program, M&E added to program staff without LOE

## Common Proposal M&E Flaws

**No separate score. Fold into the relevant sections above.**

- **Boilerplate M&E:** Generic approach copied from another proposal
- **Logframe-narrative disconnect:** M&E section describes a different program than the logframe shows
- **Activity-focused indicators:** Only counting activities, no outcome measurement
- **Missing evaluation budget:** Evaluations promised but no budget allocated
- **M&E as afterthought:** M&E section clearly written last, disconnected from technical approach
- **Over-promising methodology:** Complex mixed-methods design with insufficient budget or staffing
- **No learning loop:** Data collection described but no process for using findings

### Classify the Document

Identify the document type (Full proposal M&E section, Concept note, Expression of interest, Standalone annex, or Partial Draft). Adjust expectations:
- **Concept notes:** Assess only components 1-3; note others are intentionally deferred
- **Expressions of interest:** Minimal review; note what to develop
- **Standalone annexes:** Full review; may overlap with M&E plan review

### Conduct 9-Section Review

Review in this sequence, scoring each section PASS / PARTIAL / FAIL:

1. **M&E Approach** -- Specific to program? Methodology named? Not boilerplate?
2. **Results Framework** -- Embedded or referenced? Consistent with narrative?
3. **Key Indicators** -- Outcome-level present? Match logframe? Standards used?
4. **Data Collection Methods** -- Linked to indicators? Rationale? Feasible?
5. **Evaluation Plan** -- Baseline/midterm/endline planned? Budget? Independence?
6. **Data Quality** -- DQA described? Verification? Beyond generic statements?
7. **Learning and Adaptation** -- Feedback mechanisms? Frequency? Action process?
8. **M&E Budget** -- Visible? Proportionate? All categories covered?
9. **M&E Staffing** -- Dedicated positions? Proportionate? LOE specified?

- Frame issues in competitive terms where applicable ("This would likely weaken the proposal's score because...")
- Distinguish between donor-specific requirements and general best practice
- For concept notes, note "This component should be developed in the full proposal" rather than scoring FAIL
- For PARTIAL scores, state exactly what is present and what is missing
- If the user mentions a specific donor, apply that donor's M&E patterns from the skill
- Do not recommend using `/me-review:indicator-quality` more than once
